『SF22世紀のエネルギー革命』エピソード0第19話➖『SF22nd century ENERGY Revolution』Episode019th story

1923年9月関東大震災が発生し，死者や行方不明者が10万人を超えた。復興に尽力した一人に後藤新平氏がいる。火災による被害が大きかったこともあり，幅の広い道路造りや区画整理や避難用の公園や橋の設置を構想し，実現した。
21世紀2024年末，2025年以降に日本国内で大規模な地震が発生すると想定された。22世紀までに，ハッカーによる国家機密情報へのアクセス，もしくはA Iによる核ミサイル開発の事案が発生し，機密とされた核技術が流出する可能性がある。世界は大混迷を極め，万が一の避難施設として地下シェルターの開発が強く推進される。ビルや住居などの地下に避難用の経路が巡らされ，地下鉄へ連結される。地下鉄の出口には，有事に閉ざされる堅牢な扉が設置される。平時，それらの通用口は民間輸送代替路として用いられ渋滞緩和によるC O２排出削減につながり，また，川の氾濫時の貯水地として用いられるという表向きの民間利用による防衛費増額による無用な民間不安を煽ることなく利用される。同時にテロ集団による核弾頭ミサイルの民間開発がなされるようになる。
20世紀，２１世紀では，原子力発電所が国家管理下で規制されたが，核技術の機密情報漏洩によって，平和利用への推進案が採択される。機密情報が機密でなくなった段階での苦渋の措置だ。
それまでは，水力，風力，太陽光，地熱などの自然エネルギー開発が推進されたが，天候に左右される不安定さから，情報漏洩後では各自治体に技術転用された小型の原子力発電所が下水道パイプラインを考慮の上，設置される。従来大量の海水を必要とした大型の原子力発電に比較して，小型原子力発電では川や下水道程度の水で冷却され内陸にも設置される。
より安価になった小型原理力発電装置は，原子力船や原子力航空機への転用も検討されるが，安全性の問題から原子力潜水艦輸送での民間利用に留められる。
爆弾を抱えた地域は，核弾頭ミサイルの配備対象とされず，世界の核弾頭ミサイル開発はプラトーに達する。数千年後，地下シェルターが，竪穴住居として発掘されることにならないように各国はより強く協調，連携し，環境整備面での平和利用が進められる。
私が思い描いた太陽光の方向を一斉に向くヒマワリ畑は，太陽光発電の用地とされる。核弾頭ミサイルは技術が平和的民間利用のなされていない地域の方角へ向くことになる可能性がある。

In 1923, September, an earth quake “Kanto Daishinsai” attacked the Kanto region and over 1000・10/100 thousand people was dead or missing.
Mr Shinpei Goto was a person made an effort to make reconstruction Tokyo.
Fire was a big factor for death in “Kanto Daishinsai”, so he considered to construct wide road, land readjustment, public park and bridge for escape. And, he did it.
It’s a happiness in misfortune in Japan, because they reconstruct city design from almost all zero ground with new technology because of some disaster.
In 21st century, we have risk to be attacked by big earth quake in Japan from end of 2024 or 2025.
Till 23rd century, perhaps, some hacker will access national secret or AI conceive nuclear missile blueprint. Thus, they would be forced to choose to make or block by leaking information. Some of them would choose underground shelter for blocking technology in chaos world. The shelter would connect underground train tunnel. Exit of underground train would have robust and stiff door.
When they are in peace, they could use the route for transportation, that would reduce CO2 emission because of traffic congestion relief or for reservoir for river flooding.
Simultaneously on the other hand they could develop nuclear missile.
In 20th or 21st century, nuclear energy has been under national control. They should use leaking information for peace widely after leaking. Till then, energy of water, wind, solar, heat and so on, that has some disadvantages were promoted. In 21st century, they would get small nuclear power plant and set it near big sewer pipeline or river for cooling.
Reasonable nuclear power plant technology would divert nuclear submarine for private trading transportation in world wide.
The region holding the nuclear power plant could avoid targeting from nuclear missile. They would watch plateau of nuclear missile.
They should shake hands for avoiding that after thousand years, alien would discover pit dwelling.I drew sunflower facing the sun. The field would replace for solar pannel.
Nuclear missile would face region using nuclear technology for peaceful mean.
